Skilled Labor & Diversity
The transformation of Bremen as a business location depends not only on technological or ecological factors but also on social factors. In view of demographic developments, securing the need for skilled workers is one of the major challenges for business, politics, and administration in the coming decades. Skilled workers make a decisive contribution to the innovation and competitiveness of the economy as well as to prosperity and quality of life in the state of Bremen.
Whether in the IT sector, science, industry, or trades - employers in many sectors are looking for qualified personnel. The shortage of skilled workers is likely to worsen due to demographics.
At the same time, the accelerated structural change due to digitalization and ecological transformation leads to major shifts in the competences required by skilled workers. The use of key technologies, such as artificial intelligence or hydrogen, and the establishment of new digital and collaborative forms of work is increasing the need for so-called future skills in the economy.
In view of these challenges, it is important to attract new target groups, such as women as specialists and managers, to make companies more attractive to international specialists, to establish workplace-related further training, and promote a diversity-oriented corporate culture.
The Senator for Economic Affairs, Ports and Transformation and the WFB Bremen Economic Development GmbH are dealing intensively with these issues and are working together with Bremen’s companies on a series of measures to strengthen the skilled workforce location. After all, Bremen's success as an industrial and innovation location depends largely on the availability of (highly) qualified personnel.
Skilled workers for Bremen
The Senator for Economic Affairs, Ports and Transformation and the Bremen Economic Development Agency (WFB) have been organizing a network for human resources managers since 2019. A cross-sector dialogue with companies takes place regularly here in order to exchange ideas about strategies for securing skilled workers. Topics such as employer and location attractiveness, employer branding, social recruiting, onboarding, new work, corporate and leadership culture, diversity in the company, or women in leadership positions are explored in more detail using practical examples. The dialogue will be used mainly to develop needs-based service offers for companies in Bremen and Bremerhaven.

With the support of the Ministry of Economic Affairs, Ports and Transformation, a company-oriented skilled worker service has been created at the Bremen Economic Development Agency (WFB). Companies and skilled workers can obtain up-to-date information on living and working in Bremen, marketing tools for attracting (international) skilled workers, information and advice on questions about skilled worker immigration (welcome service), and access to various career portals or the dual career service.

The “Diversity in SMEs” funding measure aims to support strategies for diverse personnel structures in companies. The aim is to develop working environments in which different talents, perspectives and skills can come together in an interdisciplinary way and to reduce gender gaps.
