Innovation Strategy State of Bremen 2030

In 2030, our world will be different. Companies in industry and services will use technologies such as artificial intelligence or 3D printing on a daily basis, vehicles will run on electricity or green hydrogen. Socially responsible companies will tackle social challenges with fresh ideas. Industry boundaries will become increasingly blurred and change will be our constant companion.

A vision of the future that is already being worked on today and that the state of Bremen is supporting in a targeted manner. Because: The state wants to maintain the competitiveness of companies. For this reason, the innovation strategy for the state of Bremen 2030 was created. It is the basis for future decisions in innovation policy. For example, in the promotion of innovative companies by the state and the European Union.

Achieve more together

The innovation strategy for the state of Bremen 2030 was adopted and presented in June 2021. It was developed by the Senator for Economic Affairs, Labor and Europe together with stakeholders from business, science, politics, and society in the state of Bremen in a one-year strategy process.

The most important cornerstones of the innovation strategy

At its core, the State of Bremen's 2030 innovation strategy aims to stimulate and promote innovation through stronger collaboration across industry boundaries. Innovation today arises at the points of friction between industries and other sectors. This is evident in cross-sectional technologies such as digitization, artificial intelligence, or lightweight construction, which are used in many different companies.

The strategy also focuses on new value chains. The service sector, with its focus on digital services, is becoming increasingly important. Traditional industries are also changing as a result of digitization - for example, software in automobile, aircraft, or shipbuilding is much more important today than it was 10 or 20 years ago.

This also brings new target groups into the focus of Bremen's innovation policy. For example, special measures are proposed to increase the proportion of women in innovative industries or to take industries preferred by women, such as the healthcare industry, into account for funding. Social innovations and social entrepreneurship are also to be supported more than before.

Labor market policy and securing skilled workers are also an important building block. Only if skilled workers continue to choose Bremen or Bremerhaven as their place of residence in the future will the state remain competitive.

The key innovation fields

In the future, the state of Bremen will bundle its specific strength and potential as an innovation location along five key innovation fields. They each relate to current social challenges, combine several of the key industries, key technologies, and other innovation drivers that are important for the state of Bremen, and show impactful developments at their interfaces - trends that summarize many technologies and companies. Along strategic goals for each of these innovation fields and with targeted measures, the state of Bremen wants to optimally promote the innovative capacity of companies and scientific institutions.

Sustainable Business and Resource Efficiency

In the key innovation field of “Sustainable Business and Resource Efficiency”, particularly the potential for the production of green hydrogen from wind energy and its use in different industries is elaborated. The state of Bremen can distinguish itself with test fields for applications of hydrogen technologies on water, on land, and in the air and as a center for the transformation of industrial structures. In addition, new approaches to reduce resources, strengthen recycling and the circular economy as well as to adapt to the consequences of climate change are emerging in the state of Bremen. Other keywords: green steel production, CO2-neutral “green” flying, CO2-neutral ports.

Networked and Adaptive Industry

The key innovation field “Networked and Adaptive Industry” shows how the manufacturing industry is supported in transformation processes by promoting important key technologies such as measurement and control technology, lightweight construction, and additive manufacturing (3D printing) as well as autonomous systems and robotics. Other keywords: Underwater robotics in the Helgoland test field, offshore launch site for small rockets (microlaunchers) in the North Sea.

Mobility of the Future

The key innovation field “Mobility of the Future” emphasizes Bremen’s special location. Here, mobility on land, on water, and in the air is researched, developed, and translated into concrete applications in Bremen and Bremerhaven. Technological questions such as new means of transport, autonomous/automated mobility, alternative forms of propulsion, and the control of traffic and logistics processes are the focus. Other keywords: maritime traffic control and safety technology, ship propulsion with liquefied natural gas (LNG) and methane, urban mobility, and (city) logistics concepts.

Intelligent Services

The key innovation field “Intelligent Services” is intended to strengthen Bremen as a service location in the future. The opportunities of hybrid value creation are elaborated here, particularly for the food and beverage as well as the healthcare sectors. The focus is on socially influenced, sustainable innovations that are developed through social entrepreneurship. Other keywords: new future locations for the food and beverage industry (Food Hub/Food Academy), biotechnology in Bremerhaven, health campus, urban districts, social innovations.

Digital Transformation

The key innovation field “Digital Transformation” aims to strengthen the information and communications industry as an overarching driver for the transformation of other industries. A special profile is being created in the state of Bremen by establishing itself as a leading location for artificial intelligence (AI) in Germany in the future. Other keywords: broadband infrastructure, AI transfer center, Digital Hub Industry.

Key industries and technologies

Bremen's innovation and cluster policy continues to be oriented towards Bremen's key industries of aerospace, maritime economy and logistics, renewable/wind energy, automotive, food and beverage, and healthcare. It expands these to include key technologies and innovation drivers at the boundaries of the individual areas in order to enable transformative processes.

Key technologies and other innovation drivers are already the basis of innovations in these and many other industries. At this point, the following key areas are developing particularly strongly in the state of Bremen:

The key innovation fields diversify the respective specialization profile. This is the result of the special combination of key industries, key technologies, and innovation drivers at the innovation locations of Bremen and Bremerhaven. They connect the industries with the important technologies that interlink them across industry boundaries.

Measures and future technology hubs

Based on operational goals, the State of Bremen's 2030 innovation strategy proposes various fields of action. These include cross-sector cluster work and networking, transfer and experimentation spaces, SME and start-up-oriented innovation promotion, innovation-related specialist qualification and organizational development, cross-border cooperation, internationality, and the external marketing of the innovation location.

The fields of innovation are particularly visible at the future locations: innovative centers that work at the interfaces between industries and bring new innovations to light. In addition to the ECOMAT in the airport city, which brings together various industries around the topics of lightweight construction and eco-efficient materials, other future locations are being set up: the Digital Hub Industry with the Bremen AI Transfer Center at the Technology Park, the test and development region for hydrogen mobility in Bremerhaven, or the Food Hub with Food Academy, which will serve as a start-up center and networking structure for the food and beverage industry.
