With the commercial development program for the city of Bremen (GEP 2030), the city's citizens adopted the future-oriented, sustainable, and inclusive strategy for the development of commercial areas at its meeting on March 21, 2023. This strategy is currently only available in German

With the strategy presented, we are taking into account the limited availability of space, the climate policy goals, and the fact that Bremen is a city of 'short distances' when developing urban quarters. We want to develop mixed-use quarters. If a commercial business site is abandoned and supposed to be developed as a new space in the productive city, with room for work, living, culture, and recreation, then at least 30 percent of the area must continue to be available for business - in keeping with the circular economy for commercial areas that my department is striving for. At the same time, highly attractive, lively quarters are being created that enable new, innovative places of work and open up space for urban production. These are the future quarters of our city. With their tax contributions, they also significantly enhance Bremen's financial strength.

First report on the implementation of GEP2030

On May 14, 2025, the first report on the implementation of the GEP2030 was presented to the Deputation for Economic Affairs and Ports. The commercial development in the city of Bremen is highlighted on just under 100 slides. It also takes a look at the tasks that have already begun and those that are pending in terms of commercial space development at the strategic level of the GEP2030. Part of the area-related consideration is also the agreement reached between the Senate and the CDU regarding the establishment of a special fund for the climate-neutral transformation of the economy to develop at least 60 ha of commercial/industrial space by the end of the legislative period in the state of Bremen.

Strategy for the development of new places of the productive city (NOPS)

As part of the development of numerous site conversions, work has begun on creating an action strategy for “New Places of the Productive City” (NOPS) for specific neighborhood development. The NOPS strategy aims to develop 11 selected commercial sites that are currently undergoing transformation processes into attractive mixed-use districts. An individual distribution of uses is defined for each area. In total, a good 118 hectares of the 11 formerly purely commercial sites will be developed into mixed-use districts.

Brochure Pioneering business locations

The city of Bremen needs forward-looking business locations in order to compete with German and European cities of comparable size and importance. This development strategy is the benchmark for the future sustainable design of new business locations. This includes in particular the large locations such as the Hansalinie Industrial Park (GHB) and the Bremen Industrial Park (BIP). At the same time, it sets the direction for the further development of all existing areas, as sustainability is of central importance there too.

Reorganization of the GEP 2030

Results forum from January 19, 2022

At a results forum, the guidelines and development goals of future commercial development, the action strategies required to achieve these goals with the necessary measures and instruments, and important lighthouse projects were publicly presented and discussed.

The Deputation for Economics and Labor took note of the report on the results of the GEP 2030 study on “Investigating and determining the importance of logistics as a whole, its value chains and connections in Bremen and the region” at its meeting on November 4th, 2020.

2nd expert dialogue: 'Innovative start-up locations and districts of the future' from July 1st, 2020 to July 17th, 2020

The city of Bremen wants to become even more attractive for founders. As part of the update of the city of Bremen’s business development program (GEP 2030), a study on the topic of company start-ups was commissioned in order to further qualify Bremen as a technology and start-up location.

1st expert dialogue: 'Logistics of Tomorrow' on January 28th, 2020

Kick-off event: 'Future Dialogue' on November 5th, 2019

Bremen is breaking new ground in commercial area development: For the first time, the commercial development program (GEP) is being evolved in a broad-based dialogue with representatives from politics, administration, companies, associations, and the professional public with the support of external experts. The kick-off event on November 5th, 2019 in the Ecos Office Center at Teerhof marked the start. Around 120 key players from Bremen accepted the invitation from the Senator for Economic Affairs, Labor and Europe, Kristina Vogt.
